Under the global financial and economic crisis, the role of engineering education becomes a critical one.

The innovative engineering thinking that future specialists gain while getting trained, serves a basis for transitioning from the 'raw" economy to the innovation knowledge economy.

Fostering the innovative thinking depends on many factors that determine the level and quality of the competencies obtained while training. These factors are engineering education programs, engineering and pedagogical schools, learning and laboratory supplies and equipment. The interaction between universities and business bodies as well as the industrial economy appears to be very significant, as it allows providing good practical training.

Undoubtedly, all these issues are crucial both for the scientific and educational community and the employers.

In May 18-22, 2009, the All-Russia public organization "Russian Association for Engineering Education" (RAEE) is arranging the International Forum on Engineering Education to take place in St.Petersburg.

The theme of the Forum is "Global recognition in engineering education, engineering professional qualifications, engineering competencies, quality requirements of engineering education".

Along with RAEE, the Forum is also organized by the International Federation of Engineering Education Societies (IFEES) including communities of more than 50 countries, the Student Platform for Engineering Education Development (SPEED), St.Petersburg State Polytechnic University, St.Petersburg State University of Information Technologies, Mechanics and Optics (ITMO), St.Petersburg State Electrotechnical Institute (technical university "LETI"), Tomsk polytechnic university (TPU).

The Forum is supported by RF State Duma Committee for Education and Science, Council of the Federation Commission on Youth and Sports Issues, Council of the CIS Interparliamentary Assembly, and also by a number of well-known international European organizations such as European Network for Accreditation of Engineering Education (ENAEE), International Society for Engineering Education (IGIP), European Society for Engineering Education (SEFI).

Within the Forum, there will be held a series of seminars and events - in particular, the RAEE International Colloquium on global recognition of engineering education programs and engineering professional qualifications.

The RAEE Colloquium will follow after two workshops - at the first one (Workshop ¹1) the participants will discuss the international requirements to engineering graduates' competencies under two-cycle Bologna system; modern methods of education programs design, realization and quality assessment; methods of effective learning process and innovative teaching technologies; State Education Standards for higher vocational education in a university quality management system.

Another workshop (Workshop ¹2) will consider in detail the engineering programs accredited by RAEE according to the agreed international requirements, which makes the programs recognized in many European countries, and offers the graduates of the accredited engineering programs an opportunity to earn a European engineer certificate in FEANI - European Federation of National Engineering Associations.

One the most significant events of the Forum will be the Global student forum (GSF) on Engineering Education that is to take place in May 15-23, 2009, at St.Petersburg polytechnic university.

The GSF theme is "GloCal Engineer: Qualities and Competencies". The Student forum will consider the engineering education quality requirements both from the side of national educational bodies and professional communities, and also international ones.

The International Forum on Engineering Education also includes the Third summit of the International Federation of Engineering Education Societies (Summit IFEES). The Summit theme is "Quality Assurance and Accreditation in Engineering Education: Roadmap for Excellence". The Summit IFEES will follow after a number of international workshops that will be held at St.Petersburg State University of Information Technologies, Mechanics and Optics. The workshops' themes cover a wide range of problems on project organized learning, effective learning methods, innovative engineering education, quality assurance in engineering education, discussion of international experience related to the above issues.

University teaching staff, heads of departments, deans, rectors and vice-rectors, engineering students, industrialists, businessmen and administrative bodies interested in engineering education development are invited to participate in the events of the International Forum on Engineering Education.
